Summary/Abstract: The article presents Edmund Wnuk-Lipiński’s considerations in the following order: the definition of political elites and political capital are discussed. Then the problem of the legitymach of the emitenci of polityce elites and their functions in a democratic system is addressed. This is followed by a presentation of the dynamic dimension of political elites and their criticism. Material and methods: Analysis of selected content related to political elites. The analysis draws on monographs, edited books, scholarly articles and broad journalism by Edmund Wnuk-Lipiński. Results: He showed that during the period of systemic transformation, new elites were formed through both circulation and reproduction. He considered the articulatory function of elites and the exercise of political leadership. He made a critique of the elites. Conclusions: He emphasised the necessity of political elites in a democratic system referred to as polyarchy. He identified a number of characteristics of good political leadership.
