Summary/Abstract: This paper focuses on Agreement on the Rules of Local Border Traffic between the Polish and the Russian Federation entered into force on 27 July of 2012. On the basis of this agreement the citizens of both countries are able to cross the border and stay in the border area more freely. The territory covered by LBT in Pomerania Voivodeship includes: the cities of: Gdynia, Sopot, Gdańsk and counties: Pucki, Gdański, Nowodworski, Malborski. In the Warmia and Mazury Voivodeship has contained: city of Elbląg and counties: elbląski, braniewski, lidzbarski, bartoszycki, city of Olsztyn and counties: olsztyński, kętrzyński, mrągowski, węgorzewski, giżycki, gołdapski, olecki. The area of local border traffic area on the Russian side is composed by Kaliningrad Region. By the end of December 2012, under the LBT, 107 thousand people have boundaries exceeded, and from January to September 2013 - 685 237 people. The positive results of the Agreement on the Rules of Local Border Traffic have included the economic recovery in the area covered LBT where Russians make purchases and use the services of the hotels and take part in events prepared by local authorities. The main downside are: exceeding the authorized limits of the carriage of goods across borders and increased smuggling.
