Summary/Abstract: International politics nowadays unavoidably speak in terms of the expansion, defense, and institutionalization of human rights. This raises the issue of universalism in its cultural, philosophical, moral, and legal manifestations in light of the current human rights discussion. Moreover, the disciplinary power within the state is now the subject of a disciplinary mechanism in a broader context of international surveillance of human rights protection. The watcher has become watched and we can only ask ourselves: who holds the power within a state in today’s world?
