Summary/Abstract: A significant part of public expenditure is awarded through public procurement. They are used as a tool for conducting various policies. Public procurement market knowledge is a key factor for the successful implementation of these policies. The article evaluates the state of the public procurement market. The analysis covers the period from 2016 to 2020 and is based on data that contains information about the number and value of concluded contracts under tender procedures with national and European funding. So far, the main conclusion is that the market is developing dynamically. One of the main reasons for this process remains in the European funding. The participation of SMEs in this market was also observed and tracked. Despite the adopted legislative changes in 2016, there is an unfavorable trend of limiting the access of SMEs to public procurement in Bulgaria.
