Summary/Abstract: The article analyzes the stages of the multiculturalism policy development at the federal level. The existence of an official document of Political and Social Affairs Department, edited by Mark Lehmann (Marc Leman, 1999), indicates that the multiculturalism policy at the federal level has passed through three stages: the initial stage (until 1971), forming stage (1971-1981), institutionalization stage (1982 till now). It has been pointed that the key objectives of multiculturalism policy are: to promote cultural groups in the preservation and education of its own identity; promote cultural groups to overcome barriers before full participation in Canadian society; promote creative exchange among all cultural groups in Canada; contribute to familiarize immigrants with at least one official language. It was stressed that the main factors of a kind of "ethnic and cultural mosaic" of Canada are the presence of not one, but three main ethnic communities –Anglo Canadians and French Canadians, Aboriginal peoples and visible minorities.
