Summary/Abstract: Very often, once a crisis has broken out, we hear formulas such as “the crisis took us by surprise” or “the crisis burst out unexpectedly”. The reality is different though: there is always an intermediary state from normality to abnormality and another one from abnormality to pre-crisis; they can be identified according to changes at the level of state and process indicators. These changes signal abnormality, pre-crisis and crisis. This is why a crisis has to be monitored ever since the transformation phase of the system or process from normality phase to abnormality and pre-crisis. It is true that there are no certitudes yet regarding these phases – they differ significantly according to the domain, country or situation – however, they can be identified and analysed, if criteria, etalons and evaluation indicators are established.
