Summary/Abstract: Peculiarities of the implementation of civil education in Israel in the conditions of constant military conflict and external threats are studied. The positive consequences and short comings of the ethnic protective militant model of citizenship, which was for med by the means of civil education in the 20th century, are determined. The role of political scientist sin the transition to an educational model for the education of democratic citizenship at the beginning of the 21st century is clarified.
