Summary/Abstract: Migration is both an extremely difficult issue and a major challenge in Europe. Germany has struggled with it since the end of the Second World War. The various forms of receiving migrants are invariably accompanied by debates which focus mainly on the cultural aspects. In the course of these, one observes terms and notions that reflect German expectations and concerns engendered by the coming of large groups of foreign nationals in Germany, notably migrants from outside the European civilization. This emphasis on culture derives from the nineteenth-century conception of one-culture nation (Kulturnation). Although the culture-based model of the nation was officially abandoned after the Second World War, it apparently continues to exert a powerful influence on the German self-stereotype.
