District inspectors of the St. Petersburg educational district during the reign of Alexander III

Summary/Abstract: This article is devoted to a little-studied topic in the management of an educational district in the Russian Empire - district inspectors. On the example of the St. Petersburg educational district during the reign of Alexander III, the author investigates: the emergence of this position; the principle of their appointment; origin, level of education and length of service of inspectors; a number of specific functions characteristic of the metropolitan educational district (first of all, the transfer of Russian educational institutions in Finland under the jurisdiction of the Ministry of Public Education). The main conclusion of the article is that during the reign of Alexander III, district inspectors performed a wide range of functions, serving a connecting role between the administration of the educational district and the heads of local educational institutions; the transfer of Russian educational institutions in Finland to the Ministry of Public Education led to the expansion of the staff of district inspectors of the capital district and the creation of a special inspector who worked in this region most of the time. Another conclusion may be that during the reign of Alexander III, the majority of district inspectors came from the philistine (urban) class with higher education and from different provinces of the Russian Empire, who had more experience in the educational department before being appointed to this position.
