Summary/Abstract: The need for specialised institutions to function in the Polish banking system, alongside universal banks, seems beyond dispute. In view of the anticipated removal of barriers to the movement of services and capital between the Republic of Poland and European Union countries, which will take place in the first years of the 21st century, specialisation may be an opportunity for Polish banks that are significantly weaker in capital than their European competitors. A separate issue is the need to build investment banking, to organise mortgage credit, to create access to relatively cheap credit for small and medium-sized enterprises. The research undertaken to date on the latter two issues has led to draft solutions that are broadly in line with those that operated in Poland in the period between the two World Wars. The operating principles of the German Sparkassen also correspond to those of the municipal savings banks, both in general terms and in many detailed solutions. This raises the question of a deeper analysis of Polish solutions from the years 1928-1939 than up to now, and of a wider use of its results in legislative practice.
