Summary/Abstract: The state power is carried out only by a separate or special category of person who has been empowered in order to implement pubic policies and implicitly the implement of public power. By the public nature of their function, civil servants are often exposed to the risk of corruption. Unfortunately, not everyone is able to resist the temptation.
