Summary/Abstract: The beginning of the 20th century marked in a decisive way the decline of the Ottoman Empire, decline that was generated, first of all, by the inner disintegration, obvious at the level of the central and local administration as well as by the lame attempts to modernize a multi‐ethnical and conservative society.The article deals with the inter ethnic conflicts which raised in the Balkans at this time.
