Summary/Abstract: In the Ottoman Empire, a certain number of regulations were made in the bureaucracy and civil service in the 19th century. During the Tanzimat period, these regulations gained traction, and the civil servant profession was attempted to be established in a modern and rational system. Furthermore, legal sanctions for crimes committed by officers were on the agenda of the period’s administrators. The crimes that concerned authorities were bribery, corruption, insult, embezzlement, misappropriation, unauthorized leave, failing to fulfill duties, and some unethical actions. In addition, in the reign of Abdülhamid II, the Sicill-i Ahval Commission was established, which was responsible for recording the biographies of civil servants in order to prevent uncontrolled and regular appointments of civil servants. The Sicill-i Ahval records, which were started to be kept by this commission, have been recorded in the books called Sicill-i Umumi since 1879. In this study, crimes committed by Muslim and non-Muslim officers born in the central district of Antalya will be addressed by using Sicill-i Ahval records, and evaluations will be made in the context of central-provincial relations about the nature of the crime committed and the fate of the officer who committed the crime.
