Summary/Abstract: At national level, the European Green Pact can create the context for the introduction of comprehensive fiscal reforms, the elimination of fossil fuel subsidies, the shift of fiscal pressure from labour to pollution and the consideration of social considerations. Pressure for new revenues to strengthen fiscal positions accepting that emission pricing tools are much more effective in exploiting the full range of emission reduction opportunities than regulatory approaches, changing environmental taxes (which apply to traded goods) to labour taxes that could also be, a means of improving competitiveness, increasing concentrations of greenhouse gases (GHGs) are key factors in achieving environmental tax reform.
