Summary/Abstract: Subsidised agricultural insurance was introduced in Poland in 2005 as part of a public-private partnership in view of the increasing scale of catastrophic phenomena, low insurance universality and the require- ment to reduce state aid. At the same time, evaluation solutions for this project have not been developed. Random analyses concern individual areas and are not linked to the evaluation of the effectiveness of subsidised premiums. The aim of the study is to determine an adequate way of evaluating this form of public-private partnership in Poland in such a way as to find an answer to the question of whether public-private partnership in agricultural insurance is a rational method of spending public funds. The study indicates that project evaluation should focus on two elementary aspects of all public interventions – outlays and effects. The elements of this evaluation should be effectiveness and effi- ciency. The effectiveness of subsidised insurance should be verified from the point of view of the PPP objectives set by the state. Effectiveness, on the other hand, was assessed as the relation of outlays to the achieved aid effects. In the empirical part of the study, an evaluation of PPP in Poland was carried out using the pro- posed parameters.
