Summary/Abstract: One of the main resources for the sustainable development of economies and the increase of welfare is the national innovation capacity (NIC). NIC demonstrates the country's opportunities to produce innovation, both economically and as a political factor. The measurement of NIC provides broad information about the economic dynamics of innovation in terms of countries. Over time, the role of innovation in the development of countries has been interpreted in different ways. Especially since the beginning of the 21st century, important researches have been made on this subject and the effects of national innovation capacity on the economy have been revealed. At the same time, many academic studies have been conducted to determine the factors affecting the national innovation capacity of countries. When the literature is examined, it seems that such studies have started especially in the 2000s. In researches, the number of patents is generally used as a dependent variable as an innovation indicator. However, there are many disadvantages of using only patent numbers as an indicator of national innovation capacity, and many researchers have emphasized this issue in their studies. Taking into account the disadvantages of considering patent numbers as the main dependent variable, a new index was created in this study to represent IRB as the dependent variable. Analyzes were made by panel data analysis method to cover OECD countries in 2006- 2018.
