Attempts of the reform of the license fee system in aid of the public media in Poland

Summary/Abstract: Binding regulations order to pay license fees for the use of radio and television sets. However, this license fee is not paid by most households in Poland. This article presents the activities of the National Broadcasting Council and the Human Rights Defender, which aimed at fixing this ineffective license fee system. However, there is no reaction of the legislature, which distances itself from putting suggesting legal solutions into effect. Internal Revenue Services, which should exact arrears, are also unwilling to fulfill their tasks. That is why the aim still has not been achieved.
