Summary/Abstract: This paper tries to review numerous problems that culminated in the Otoman empire at the beginning of the 17th century. The common Otoman state order had been already shaken by that time and the empire had been at the standstill in terms of economic development. Moreover, social riots, which in some provances led to sheer outlaw and maraudery, were taking place. Janissaires, the elite forces, over which the central authority had at the time started to lose control, became another distinct state problem. The overall crisis was in different ways reflected upon the social circumstances in the Herzegovinian region.
