Summary/Abstract: The development of Poland has been differentiated after its accession to the European Union. On the one hand there is dynamic GDP, investment and employment rate growth and the significant decrease of unemployment. On the other, there are also rather small structural changes: Poland is still among the least developed Member States and suffers from low levels of innovativeness indicators. This article is devoted to the analysis of key challenges which influence the effectiveness of cohesion policy seen as an important element of Poland’s development policies. In the author’s opinion without clear adjustments on the policy level the contribution of cohesion policy to creating foundations of modern, innovative and competitive economy will not be satisfactory.
