Summary/Abstract: The paper is an effort to prove that processes deepening the diversity of social and economic development level in Poland occur. The development distance is shortened in metropolitan regions (voivodeships with metropolises). Cohesion policy, which concentrated on strategic intervention in lesser developed regions, makes development quicker and more competitive. An unused development potential and externally “drained” resources of competitiveness cause that these regions require external assistance and inter-metropolitan regions development programs must lead to sustained reinforcement of internal economic and social structure and stimulate the endogenous growth.
