Summary/Abstract: Ottoman government mind-set had favorable and unfavorable effects on the administrators and citizens. T-he sultans’ government mind-set had played a dominant role in the state’s prosperity, change, disintegration, and dissolution. Government systems had to be oriented according to the knowledge, justice, foresight, competence, time, and requirements. For sovereignty in pen, sword, and politics, a well-rounded education, as well as a strong will, was essential. From principality to statehood, from empire to XVI. in the process until the end century, especially the management mentality of the sultans showed itself in the prosperity, power and weakness of the state. In this context the crisis in the government mind-set in the second half of the 16th century resulted from seeking the problems of that time in the earlier government mind-set. In particular, the fact that Suleiman’s successors were not at the desired level in the administration had further aggravated this crisis. Moreover abominable innovations such as bribery, abuse, and schism becoming prevalent in the government required that novelties be introduced immediately. However, the desire to regain the power in the past, rather than innovations, had impeded the novelties. Acting with banal methods in the face of problems, inefficiency and illegality of the bureaucrats, in general, the Ottoman palace and madrassa not being structured with a reformist mind-set, failure to produce efficient manpower, etc. was indicative of the inadequacy of the mind-set. The scarcity of the studies on this period played an important role in producing this article. Chronicles have been used as the main source in this study.
