Summary/Abstract: Currently, an increasing percentage of the population of small towns and villages is affected by the phenomenon of transport exclusion. Such a s situation can make it difficult for village or town dwellers to function fully in the community. The communes included in the Bydgoszcz district were cited as an example of the diversified transport situation. It was used to illustrate the general state of access to public transport for the inhabitants of Poland. Negative effects on the economic, social, educational and environmental levels, resulting from limited availability, were indicated. Then, the activities aimed at improving the current situation were discussed, incl. clarifying the law and taking advantage of innovation (creating transport on demand). The analysis presented in the text helped to draw general conclusion regarding the transport situation in the country.
