Summary/Abstract: The article examines two of the first projects about reforming Russian absolutism – the ones by Nikita Panin and Mikhail Speransky. The popular one in Bulgarian historiography dates back to the beginning of the 19th century. For this reason, more attention has been paid to the project from the end of the 18th century. The detailed tracing of the ideas in the two programmes primarily shows the existence of differences and specificity between them rather than continuity and similarity.
