Summary/Abstract: ABSTRACT Profound and rapid changes and their consequences set increasingly demanding new requirements on the public sector as well as its significant sector – institutions of tertiary education, their management and emphasized the necessity of their functioning in the competitive market. While responding to the challenges and according to a widespread belief that the organization success largely depends on the ability of the leader to introduce changes, to involve and motivate employees to achieve the set objectives, the public sector faces a dilemma: to change the traditional leader’s- administrator’s way of thinking or to create an organization environment based on innovative thinking that could develop such leaders within their institution. The article deals with the roles of the leaders in the public sector, with special emphasis on universities, their skills and actions taken while facilitating and supporting innovation processes in the organizations in the time of change. To achieve the aim of the paper two investigations were undertaken. The results of the research into the managerial competence in the Lithuanian public sector allowed assessing of the most specific skills and qualities characteristic of the leaders, reflecting their attitude to innovation processes. The understanding of the importance of ensuring management support to the innovation process as well other issues of innovation and the degree of their significance were identified with the help of the research into the innovation potential of Lithuanian universities.
