Summary/Abstract: Social exclusion is “the procedure by which certain groups are systematically disadvantaged because they face discrimination related to ethnicity, race, religion, sex, sexual orientation, origin, age, disability, migration, place of residence, etc. Discrimination is created either by public institutionalization, such as the legal system, education, health and welfare services, or by social institutionalization, society and individuals.” To these are added the concentration in areas dominated by poverty, segregated territorially, is added the exclusion from the official labor market, the lack of documents and access to the system of redistribution of welfare. In other words, about a quarter of poor households in poor areas, both in rural and urban areas, are decoupled from the flows of resources, opportunities, communication and information, so they are socially excluded. It is noteworthy that socially excluded households also include children and young people among whom the culture of deviance has begun to develop, which we talked about earlier. Therefore, in a few years from now we will have to deal with a greater number than today of young people and children, victims of the transition, always distressed, without school, without faith, without hope and without chances, at the same time dangerous. for those around them, because they have nothing to lose and do not share the values promoted at the level of society.
