STATE AND PERSPECTIVES OF THE DEVELOPMENT OF THE PRISON SYSTEM IN THE REPUBLIC OF CROATIA: VIEW FROM THE SYSTEMIC ASPECT

Summary/Abstract: The article critically reflects on the state and perspectives of the prison system in the Republic of Croatia from the aspect of its systematic determination. Accordingly, the basic postulates of its legal and conceptualdoctrinal determination are considered, as well as the neglected elements of theory and practice related to the perception of its role in the security system. In addition, it points to the most important open fundamental issues of the construction of its management. Among them, the initial significance is the indication of the need to differentiate between the concepts of management, leadership and command in the prison system. The inadmissibility of establishing the theory and practice of a partial overview of the prison system is explained. The need for a systematic approach to considering the theory and practice of the prison system was pointed out.
