Summary/Abstract: Mathematical-statistical methods are recommended in their role as an evaluative macro approach, in institutional planning, management in scientific activity. The possibilities and purpose of the citation methods in the management of science are described and the possibility of formalistic and biased abuse of the IMPACT FACTOR in the evaluative scientific practice is commented on. The use of a cognitive-epistemological subject-thematic micro-approach for analysis and characterization (evaluation) of the cognitive and socialproduction significance of the scientific product and for the certification of the scientific subject is described. A product of research work – Protocol for the characterization – peer review, of new scientific knowledge, is presented. The need for three-sided competence of the expert-reviewers is emphasized – knowledge of mathematical-statistical, citation and cognitive-epistemological subject-content methods for reviewing (evaluation) of the scientific product. Emphasis is placed on the dependence of reviewers‘ evaluation decisions on hard-to-identify and dynamically changing factors of a cognitive, personal, social and psychological nature.
