Summary/Abstract: This paper reviews the relationship between international migration and welfare in Turkey. To begin with, it is argued that mass-migration to Turkey, unlike in countries with social welfare developed, takes place independently of the welfare-magnet-effect. In addition, it is argued that migrants’ welfare has decreased due to the flexibilization of Turkey’s international migration policies over time. In this context, mass-migrations to Turkey are discussed in the context of Tukey’s migration policy, and the impact of these policies on the migrants’ welfare is examined. To indepth analyzed the transformation of the relationship between international migration and welfare in Turkey, massmigration is discussed periodically in 1923-90 and after 1990. In 1923-90, regular-mass-migrations were part of the strategy of nationalization, based on migration agreements between Turkey and the Balkan countries. After the 1990s irregular-mass-migrations prevailed because of flexible migration policies. The new irregular form of migration in this period makes it difficult for migrants to access welfare. In conclusion, the relationship between international migration and welfare in Turkey has become informal in the last 30 decades.
