Summary/Abstract: This paper deals with territorial organisation and local economic development. More specifically, we analyze influence, quality and instability of territorial organization in terms of the local economic development. Timeframe for this research is period 1952-2013, with focus on 1990, 2000 and 2010 years. Geographic frame of research is Bosnia and Herzegovina, Federation of Bosnia and Herzegovina and other countries in region. The main hypothesis is as follows: the number of local units (communities) and their inefficiencies are inversely related as instability increases over time. In this paper we use Data Envelopment Analysis. In order to apply the DEA methodology we first determine a set of input-output variables. We research transformation in territorial concepts from nation building to concessions, interaction of geographical and territorial aspects in the crisis, objectives and framework for territorial development in different states, territorial organization and territorial cohesion among expectations, disparities and contradiction, and territorial organization of society and territorial structure from a state level to a local level. We discuss efforts to make territorial organization more relevant for policy choices of competitiveness, efficiency and sustainability. This paper provides a new quantitative approach for analysis of the efficiency of territorial organization of a state. As far as we know this new approach has never been used in Bosnia and Herzegovina to determine the efficiency of territorial organization.
