Summary/Abstract: The article analyses development of social policy towards seriously ill in Australia, UK using the method of literature study. For Ukraine using the method of modeling of the future has been applied. The method has been approbated by non-governmental organization “Union of Young Political Scientists of Ukraine” and the sociological group “Activ-Group”. Based on the methods, the challenges for the state social policy in the sphere of assistance towards seriously ill citizens (palliative and hospice care) in 2030- 2040 has been identified. We defi ne the role of civil society institutions in these processes. It is concluded that modernization of institutions providing the care and careful monitoring of trends are the key to the control of the future of social policy. Empathy, strategic planning, involvement in civil society activities, project thinking and teamwork are some of the modern skills to be developed nowadays. Non-governmental organizations in Ukraine will not play a significant role in 2030-2040 in forming social policy towards seriously ill.
