Summary/Abstract: All human rights are of equal importance and should be treated equally and equally by all governments under the same conditions and with the same emphasis. All states, regardless of their political, economic and cultural systems, are obliged to promote and protect all human rights for all people without discrimination. Thus, regardless of the distinctions that people make, there is one basic principle that underlies all the rights contained in the Universal Declaration of Human Rights: that all people have the same inalienable rights. This means that human rights are the same for all men, women and children everywhere in the world, regardless of their circumstances. The Universal Declaration of Human Rights, the European Convention on Human Rights and other treaties cover a wide range of different rights, so we will consider them in the order in which they were developed and recognized regionally or by the international community. The established way of classifying rights is "first, second and third generation" rights, so we'll follow that for now, but as we'll see, this classification has limited use and can even sometimes be misleading. These categories are ultimately not clear cut. They are just one way - among many - to classify different rights. Most of them fall into more than one category. The right to express one's opinion, for example, is a civil and political right. It is essential to participation in political life and isfundamental to our personal freedom.
