THE ROLE OF THE ARCHIVES AND ARCHIVAL POLICIES IN THE PROMOTION AND PROTECTION OF HUMAN RIGHTS

Summary/Abstract: Archives are an invaluable asset to society, as they serve as a bridge communication between the ages of society and generations of humanity. This undeniable value of them creates a close relationship of archives with the public, so archival institutions should support the culture of open archives, within the space allowed by domestic legislation, ethics or explicit donor requirements. In this paper I will address the role that archives and archival policies play in promoting and protecting human rights. The right to know, including well-informed what the archives contain is both an individual and a collective right. Just as the citizen has the right to information, so does the right to have access to public documents. The main purpose of this topic is to highlight how archives help to support a particular claim, to explain events that have caused human rights violations, to identify the perpetrators of these violations or and how they enable persons to exercise the right to effectively challenge the violation of their rights. This topic takes on a special importance, as it addresses one of the most sensitive areas of society, related to the rights enjoyed by each individual, but given the creation of balances and restrictions in some aspects in order to guarantee the protection of the rights of others and avoid conflicts. Also, I will mention some of the national and international acts with legal force throughout the territory of the Republic of Albania that guarantee the right to be informed about public documents and access to archives.
