Summary/Abstract: Because the most important human rights and freedoms, those considered essential in order to be better protected, are provided and guaranteed by the very text of the Constitution. Their regulation by the actual text of the Fundamental Law ensures their existence and recognition firstly and secondly, effective means of guarantee and protection.
