Summary/Abstract: This paper tries to present briefly some of the milestones of the European reform in the doctoral programmes, their positioning in the context of the general academic policy of the European Union, and at last but not least, to discuss the present state of affairs in the Bulgarian context and its system potential to access the dynamical changes of enlarging Europe. The analysis is mainly based on the materials and discussions from the Salzburg UEA conference “Doctoral Programmes for the European Knowledge Society” (3-5.02.2005), the Bergen Ministry Meeting, some related documents and number of Bulgarian research materials and observations. The core idea behind the article is that the strong impetus of the reform to bridge the European Research and the European Higher Education Area meets some structural, identity and recognition problems. The proprium and hot spot of all discussions happens to be the doctoral institution and its twofold orientation – educational and/or innovational. Various groups inside and outside the academia interpret these reforms in sometimes confronting directions. While in the context of the “old” Europe academic and research culture both rest on the broad and open University ground and have a potential to walk in the same lane, the Bulgarian situation differs with its long institutional, structural and cultural alienation between education (in the universities) and research (in Bulgarian Academy of Sciences). What is to be done? An easy and manifesto answer is not possible because the Bulgarian case is just another issue of the deepening crisis of the elusive common identity in Europe.
