Summary/Abstract: This article deals with a case of institutional reform through the establishment of quality culture at Uludağ University, a state university with around 40,000 students and 2,000 academic staff in Bursa-Turkey. An institutional change process from the perspective of the notion of conceptual quality structure based on a continuous improvement philosophy is presented here. Uludağ University has been selected as a model university for young universities in Europe while implementing Bologna Reforms in the European University Association-Quality Culture Project. The article suggests that there are several key steps towards developing a quality culture and these are also the initial steps towards the internal-external evaluation/accreditation and continuous improvement of academic activities.
