The hierarchical method of grouping poviats as a benchmark approach in the assessment of unemployment by BAEL in selected types of small areas

Summary/Abstract: One type of evaluation of the goodness of the results of the small areas estimation are the substantive criteria [Paradysz 2008]. For the estimation of unemployment rates for counties, substantive criterion (benchmark) can be identified in advance as some regularity in the local labor markets: metropolitan agglomerations, border counties, tourist areas. Using hierarchical clustering method we have made substantive assessment of the quality of the poviats unemployment rate estimation, which was performed earlier in the CSO [Bracha et al. 2004]. The results only partially confirm our assumptions, which means the quality of the estimation for small areas was not good enough.
