Mayor-Vice-Mayor relationship, real partnership or conjunctural concubinage?

Summary/Abstract: Traditional in public administration, the institution of the Mayor is perhaps the closest to the citizens. But the Mayor-Vice-Mayor tandem, formed after the local elections, does not always look like a „team”. The present paper aims, starting from the existing legal framework, to present some practical situations in which the law remains tight or is tailored to other measures. We analyze the gaps in the regulation regarding the two institutions in some borderline cases – the resignation of the Mayor or his challenge by the citizens and we follow how the law manages to cover these situations. Finally, we bring a series of conclusions to our analysis, identifying possible solutions that we enunciate as proposals to amend the legislation in force.
