Summary/Abstract: The Constitution, adopted in 1923, politically and legally consecrated the creation of the reunited Romanian state. The Constitutional norms substantiated the legal establishment of the unitary and indivisible state. The new constitution was intended to create a legal context favorable to the administrative, economic, social and cultural unification of the Romanian provinces. The process of administrative unification was very difficult, due to the fact that the annexed provinces had their own administrative systems, rules and customs. Bessarabia, which was part of the Russian empire for more than a century, was governed by Russian laws, the administration of public affairs at the regional and local level was carried out through the institution called "zemstvo". Supporters of the zemstvial system of administration opposed the implementation of the Romanian administrative system established by Law no. 95/1925 for Administrative Unification, arguing that the zemstva institutions were based on the principles of decentralization, but the newly implemented system promoted the principles of administrative centralization.
