Summary/Abstract: In recent years, public discourse in Montenegro has seen a rise in the prevalence of the phrase creative industries (and creative and cultural industries), despite its considerably longer presence in the theory and practice of developed capitalist countries. A significant role in the defining of this term and concept, its institutional recognition, its elevation to a level visible to the public and, finally, the financial support provided to creative and cultural industries – has been played by the ministry in charge of culture. This paper will review the normative, institutional and strategic frameworks pertaining to the current (and desired future) position of creative and cultural industries in Montenegro, so as to better present the occurrence of these phenomena and the course of their development in the last few years.
