Summary/Abstract: The political reflection of the neoliberal transformation in the global capitalist system in Turkey was realized with the 24 January 1980 decisions. With these decisions, the import substitution growth policy, which had been implemented for a long time, was abandoned and an export-led growth strategy was put into practice with the process of opening to foreign markets. The new growth strategy aimed to reduce the weight of the public sector in the economy and shape public sector interventions according to the functioning of free markets. Accordingly, policies such as reducing public debt to sustainable levels, fiscal discipline, balanced budget, limiting public expenditures, privatizations, and tax incentives have been brought to the forefront in public finance. Based on these policy objectives, economic-fiscal decisions were implemented within the framework of the ideological approaches of the political powers through annual budgets. In this study, the structural transformations in the field of public finance in Turkey with the post-1980 neoliberal transformation are evaluated through budget results from a historical perspective. Thus, it is aimed to contribute to the literature with a holistic analysis of public finance.
