Summary/Abstract: The catalogue of personal administrative rights and obligations of citizens proposed in this presentation is not exhaustive. For the most part, it follows the civil constitutional human rights and the limitations imposed on them. Some rights and duties, such as the right and duty to protect the Fatherland, are marked in the Bulgarian Constitution, but also belong by their administrative law nature to this legal category. To a large extent, they are multi-component. This complexity is due to the complex nature of citizens and the multiple manifestations of their behaviour in the sphere of state governance. The fact that they are enshrined in extremely diverse administrative laws suggests the need to codify the administrative legal status of Bulgarian citizens.
