Summary/Abstract: Due to their roles in the Greek Rebellion (1821-1829), Greek sailors were gradually removed from the Ottoman Navy, and Muslims began to be recruited in their place. In this context, starting from the year 1834, the Eastern Black Sea Region, including Trabzon, Canik, and Karahisar-i Şarkî sanjaks, was designated as a recruitment area for the Imperial Arsenal and navy. Although the decision to implement compulsory military service was made during the reign of Sultan Mahmud II, the first detailed regulation was the “Kur’a Kanunnamesi” announced in 1846. With the adoption of the kur’a system, collective military service obligation was replaced by individual obligation, and the kur’a method became the main mechanism of the compulsory military service system. However, there were significant differences between adopting this conscription method legally and implementing it in practice. This study investigates the extent to which the Ottoman State, between the years 1834-1860, was successful in its efforts to mobilize the human resources of the Eastern Black Sea Region in the context of establishing compulsory military service. It also examines the difficulties faced by the central government during the implementation of the kur’a system and how it dealt with the reactions from various segments of the population, ultimately drawing a conclusion.
