Summary/Abstract: The study aims to present the implementation of social change through reforms and new legislation in Bulgarian education system. First we investigate the connections between theoretical research, scientific publications, teachers, education management on one hand, and the administrators in the Ministry of Education and policy makers on the other. Our second aim is to give an overview of the main topics of discussions related to social reforms in the education sector during the last 25 years.
