Summary/Abstract: In socialist countries, collective benefits are granted irrespective of labor performed; they are not distributed through the market mechanism, as is done in the West. The author analyzes how, under different economic systems, collective benefits are being explained and justified. As yet, however, no satisfactory mechanism has been found for measuring the quantity of these benefits. The second problem, the determination of the demand, is a matter of policy. The author studies various models - of administration, co-determination, welfare theories.
