Summary/Abstract: The current territorial organisation of public power in the Republic of Moldova represents, in fact, a top-down system of mechanisms implemented with the aim of maintaining authoritarian governance and a planned economy and, therefore, does not correspond to the objectives of democratic society. The aim of the present study is to investigate and to validate/invalidate, as a result of the investigative steps undertaken, the assumption of establishing a universally acceptable optimum of territorial size for local territorial collectivities. As a result of the study of the reformative efforts in various countries of the contemporary world, of the data, of the conclusions and visions contained in the literature on the merger of local territorial authorities, we have come to the conclusion that the establishment of a universally acceptable optimum of the territorial dimension for local territorial authorities is an unattainable mission, both from the theoretical perspective and from the perspective of the practical realisation of such a desideratum. Local territorial collectivities in the countries of the contemporary world are so different, with singular characteristics and contextualised in realities of such wide diversity that the elaboration of a universal theoretical model is not worth the effort because the hypothetical model in different contexts and realities will generate different ends.
