Summary/Abstract: The aim of the paper is to indicate the emergence of a new social risk "energy poverty", analyzing it from the social aspect from the perspective of social rights and social policy. The key research question that is analyzed in the paper is how to realize a society of equal opportunities in which "no one must be neglected" and therefore energetically accessible, reliable, sustainable and modern energy for everyone from the perspective of social rights and fair distribution of resources and the increasing inability of a significant part of the population to provide basic energy services. The paper analyzes the issue of energy poverty from the social aspect of using content analysis methods, and the paper brings together the concepts of energy, sustainable development, social rights and social policy. In the context of the principles of the European pillar of social rights, access to energy services is crucial for social inclusion, and adequate heating, cooling, lighting and energy to power devices are basic services on which a decent standard of living and people's health are based, which is also one of the goals of sustainable development contained in Agenda 2030. However, due to the impossibility of satisfying basic energy services, energy poverty occurs. The negative effects of energy poverty are especially evident in vulnerable social groups, and its consequences are multiple and, without exception, negative, affecting the quality of their life in relation to social, health and cultural aspects. Since energy poverty is the result of various factors, its solution requires a holistic approach through both energy and social policy measures, which represents a new challenge for social institutions in Bosnia and Herzegovina in terms of its reduction.
