Summary/Abstract: Like almost the rest of the world, Romania was taken too by surprise regarding the approach to COVID-19. The same is true of our legal systems, the rule of law and the impact that the pandemic has had on fundamental rights. In terms of human rights, related to a set of prerogatives enshrined in national law and guaranteed by international treaties, prerogatives that express fundamental social values and that aim to satisfy essential and legitimate human needs and aspirations. COVID-19 is not just a public health crisis. The impact of the pandemic is being felt by every segment of society and in every aspect of the nation’s social and economic life.
