Summary/Abstract: Today one of the priorities and challenges faced for the Ukraine is the reconstruction of the fuel and energy complex namely to attract investment. The lack of investment opportunities within the budget creates the need to find additional sources of investment. Attracting the necessary investment to economy of country planned to provide through foreign direct investment but the unfavorable investment climate has caused a very low level of their involvement. One possible source of such investment is the use of the emission trading mechanism – one of the flexible mechanisms of the Kyoto Protocol on greenhouse gases through a number of circumstances the Ukraine has considerable export potential emissions of such quotas.
