Implementation of Demand Elements in the System of Municipal Service Delivering

Summary/Abstract: The paper describes basic approaches and concepts of public service delivering at the municipal level. There are generally analyzed basic conditions of supply approach in this paper. This approach is a prevailing current system of public service delivering in the Czech Republic. The key part of the article is devoted to the alternative in the form of a demand approach. This approach enables inhabitants to influence the quantity and quality of public services. There is presented a draft model of demand approach in the paper. This sample model respects the fundamental principles of demand approach and it allows all municipalities to implement it. The draft demand system is divided into several stages. Each stage consists of several sub-steps.
