Summary/Abstract: This article is aimed at problems of material-power flows on different levels of human activities and its monitoring and evaluation, starting with natural systems up to an economic entrepreneurial unit. The knowledge of this common regularity of these flows expressed in energetic flows and balance opens up the possibility to redefine, on the basis rated balance, with corresponding rate the probability instant transport and transformation process in these units. Contingent ecocrisis situation (clash areas) indicated on the base of disorders (irregularity, directive heterogeneous orientation and below-limit or above-limit intensity of material-power flows) is possible to be solved through hits into the structural-functional structures in hierarchy from the lowest units to the higher ones and thereby contribute to its higher management effectiveness. For instance, the Zvíkov drainage area of about 6.5 km2, situated at the foot of the mountain area of the South Bohemian Forest, demonstrates the process of single balance quadratics elaborating and average values having only orientation values for the period between 1991- 2008.
